Who is an English Learner (EL)?

An EL, or English Learner, is a student who is aged 3 through 21, whose home or native language is one other than English, and whose current limitations in the ability to understand, speak, read or write English impact their effective participation in their school education programs. ELs may be immigrants or refugees born in another country or they may be born in the United States living in homes where another language besides (or in addition to) English is spoken.

During enrollment in USD 265, parents complete a Home Language Survey. If parents indicate that a language other than English is spoken in the home, then the student is assessed for English Language Proficiency by a district EL Specialist.

What is the Role of an EL Specialist in USD 265?

The USD 265 EL Specialists provide academic support to English Learners through a variety of methods based on individual student need.

In addition to providing student support, EL Specialists also collaborate with classroom teachers on a routine basis regarding the student's academic progress in the classroom in an effort to best support the individual student.

How are English Learners Supported in the Classroom?

An English Learner – Language Outcome Plan (ELLOP) will be created for all EL students who receive EL services. The purpose of the ELLOP is to identify academic goals and accommodations/modifications to support student achievement in the areas of reading, writing, speaking, and listening. This plan is created by the student’s designated EL Specialist in collaboration with the student’s building administrator(s), counselor, core content teacher(s), and elective teacher(s).

How Do I Request Interpretation and/or Translation Services?

Goddard Public Schools partners with Propio Translation Services to support our families who speak a language other than English. Please contact your student's school to request interpretation/translation assistance.

How Does My Child Exit the English Learner Program?

When a student scores proficient on the KELPA (Kansas English Language Proficiency Assessment), the student is no longer considered an “active” student in the EL program and moves to “transitional/monitor” status.

During this time, the student's academic progress is monitored to ensure the student is making adequate gains. If the student continues to maintain adequate academic progress after the two-year monitor period, the student will qualify for exiting the EL Program.
